I would not be surprised if some idiot who was charged with data integrity at some operation rendered it "safe" with a hammer and removal of the tube. Could also have been an insurance buy-out damaged in shipment somewhere with the tube pulled for parts.

I've dealt with this vendor, they do deal, they don't care. They really have no clue unless you educate them of the value. $100-$300 would take it if you get the right person, and can use the parts.
