I personally have found eBay notably unhelpful in cases where illegal or unethical practice are reported. As an example, four or five years ago I found a Spanish seller selling a lens I have in my collection, same serial number, same photo that appeared on eBay when I bought it some months previously . I reported it to the Spanish police and to ebay. Result a couple of mails thanking me for reporting it, then zip. The same item was on sale for more than a month after I reported it. I had the same weak response on the occasions where I have detected and reported « shilling » practices. Let us know if you have more luck.
