Make sure Rx on the converter is connected to Tx on the PRS10 , Tx to Rx, and the polarity is correct. The transmit lines should be at 0 V when idle. Not sure about the PRS10, but official RS-232 requires the idle (Mark) voltage to be -3 or lower.
