Did you change it to "Program Files" or "Program Filed".   Also try starting 
Heather with a /? command line option.  This will bring up the command line 
help info.  Scroll down to the bottom of the help info.  It will have a line 
that says something like "Put heather.cfg" into directory...  This is the 
directory where heather.exe is stored and the file path you should use.

Besides using the "properties" entry on the HEATHER icon,  you can also put the 
command line options that
you want to use the file "heather.cfg".   One command line option per line, the 
the "/" in column one.
