The GPS with the lowest PPS jitter/sawtooth is the Venus timing receiver... around 6 ns. Nick Sayer sells one on Tindie for $50. It is mounted on a board that has the same pinouts as the Adafruit Ultimate GPS. Also Navspark sells one for more $.
