I think people getting confused with the phase of measured current to the voltage .
the voltage phase is fixed, and should be consistent . when you measure the current phase, relatve to the voltage, that tells you about the flow (and PF)
So using a AC-AC filament transformer and a fast opto on the secondary , with some care that it doesnt saturate the transistor to slow the turnoff, in a nice thermally controlled environment, seems suitable.
