To disable Windows Updates on a workgroup Windows. Start > Run > gpedit.msc Computer Configuration > Administrative Templates > Windows Components > Windows Update Open Configure Automatic Updates Select Disabled, then OK to close
To block feature releases (1803/1909/20h4 etc.) requires editing the registry directly. Other methods to prevent Windows Updates include running on an isolated VLAN/Subnet etc. I would however suggest that three raspberry Pi4 each with GPS/GPSDO using PPS over GPIO would consume less power, and have greater overall stability.
