Yep, correct.  Servers are either in or out.

IMHO DNS round robin is such a crude tool that trying to tweak at this point 
would not really get us anywhere.  It would be far better to do the 'right' 
thing and really support round robin set ups natively in ntpd - but I'm not 
going to do it, sorry about that.
