Close, but not quite. RRDtool averages it out, including the data used to color the graph.

So measurements of say "unreachable", "good", "good", "good", "unreachable", "good" can average out to "orange" rather than red.

Which is what happened; there were a few "blips" where the monitoring box didn't get a response back.
