Accuracy as in 'how close to 'real time' can you get' is just not an issue.  
Reliability as in 'how much of the time is it available?' is.  So just sync 
your timeserver to 4 or 5 servers out of the global 'pool.ntp.org' zone and 
look at it once a month and restart if it lost 2 or more of its clocks.

For purposes of the pool, and in almost other cases imho, reliability is 
almost the only question - clocks giving the wrong time are already thrown 
out of the pool, I consider this problem more or less solved.  (Of course, 
ABH has the last word on all pool issues now, not me :-)
