So just sync your timeserver to 4 or 5 servers out of the global 'pool.ntp.org' zone and look at it once a month and restart if it lost 2 or more of its clocks. For purposes of the pool, and in almost other cases imho, reliability is almost the only question - clocks giving the wrong time are already thrown out of the pool, I consider this problem more or less solved.
