I'm sold out to tinydns, it uses a (cdb) binary file for its zone files. What's nice with this is that you can change the content of the file atomically without having to reload the daemon and without downtime.

The master could generate a big list of NTP servers every 15 minutes. Then a cronjob could put a subset of the big list into the cdb file every 30 seconds.

I'm not sure if that would be doable for this setup, though...
