Where they don't have specific data they could query the RIPE database - the city is in the whois data.

I looked at hostip.info a while ago and at the time it seemed like a rather naive approach to geolocation. They have divided the whole Internet into /24 subnets and want to put a longitude/latitude for each of these subnets.

When I suggested that they store information for different subnet sizes, the author replied that is was too hard... :-(
