You get to be stratum one by having a local (stratum zero) refclock like
a gps - to be stratum 2 you just need to point your server at a stratum
1 (with permission from the operator) - if your server is in the pool
you will qualify to to use a lot of stratum 1 server - see the list at
www.ntp.org
