Don't fudge your server to stratum 2 - your server will always be one
stratum lower than the refclock it's talking to - so if you find a
stratum one upstream your server will automatically be stratum 2.  If
you fudge your stratum to 2 your server will claim stratum 2 status even
when it's just running on it's own, inaccurate, local crystal clock -
this is generally considered a very bad thing.
