It is very clear that these manufacturers are acting irresponsibly, and
that it would be quite simple to do at least a DNS lookup instead of
hardcoding IP addresses. As described in the above mentioned
documents, the name could be handled by the manufacturer's DNS and point
to either some NTP servers installed by the manufacturer, or servers
that allowed the usage. At least when going via DNS the list of servers
can be modified without requiring cooperation from the device users.
(even when the device would have some UI to modify the fixed addresses,
who would bother to actually do that?)
Although it is a very simple problem to solve, you require attention
from someone that is not affected by the issue, and convince him to
spend time and money.
In a world where both software development and customer service
callcenters are often outsourced to overseas countries, it can be quite
tricky to get the right message across to the right people.
Maybe the vendors.html page could be rewritten a bit and sent as a
letter to major equipment manufacturers.
