In my ntpq -pb output I see:

Why is the when output so much bigger than the poll time? When will it
actually poll again?

Poll is the interval between poll attempts. When is the how long since the last successful poll. In other words, 127.127.28.0 is not responding. The reach column also indicates this - it is at least 7 polls since the last successful one.
