The SixXS project offers a framework (software on the POP linked to the central management) to ISPs to run an IPv6 tunnelbroker. It is up to the ISPs to decide by which userbase the broker can be used. Most POPs are free to everyone.
gblon01 is only 17ms from here (which is amazing given that it takes 16ms to leave my ISP...) - but there seems to be no signup page for it.
