I would go even further, and say:

Any effort to "pre-judge" the quality of service from a central location
(or cabal) seems foolish when ntpd itself is quite capable of discerning
falsetickers (and if anything is likely to be too critical!)

One thing that ntpd uses in its determination is latency, BTW, a factor
that seems far more relevant than any worries about overall bandwidth
or any of the others being discussed. A second thing that it uses is
jitter,
also seemingly missing from the diagnostics. The two of these together
are
SURPRISINGLY effective at kicking out a server that has excessive
network
load or most real-world asymmetric network loads. (Yes, you can imagine
asymmetric loads that are not picked up by this but in my experience
they
don't happen that way!)
