What are standard up & downstream bandwidth in the UK? Are the lines
very asymmetric? 1500/256 yields a ~2 ms systemic offset, which is
fine for the pool, but not so fine for higher-precision applications.

This ~2 ms systemic offset is invisible by the pool because its clients use your 1500/256 in the opposite direction. Nevertheless, I think that it's a pity that upstream servers can't be fudged in NTPv4.
