Besides, do you want low-cost boxes running NTP code?  Consider what 
happpened to UWisc when Netgear implemented a NTP client.

  
Sometimes Linux is used as an embedded OS on such boxes, and in that case it
should not be too difficult to have a well-working NTP server.
