I had a quick look, but didn't find the bit that deals with
'responding reasonably to multiple queries' - probably because I am
not at all versed in perl scripts...  It seemed to make just two
requests where it does 'fetch offset by NTP'

For a long time, my ntp.conf file has included the following entry:
| discard average 9 minimum 2
I've now gone back to the default values, to see if that is the issue.

TBH, I don't recall anything being mentioned about introducing this
additional criterion, and I haven't had this particular problem before
yesterday.
