Setting 'discard' certainly has an effect - not sure it's the desired one though:
This is packets received and sent: http://www.ljay.org.uk/cgi-bin/14all.cgi?log=ntpio&png=12h and this is number of clients: http://www.ljay.org.uk/cgi-bin/14all.cgi?log=ntpclnt&png=12h ...so the outgoing packets are now less than the incoming packets since I enable discard at about 7:30am, but the number of clients looks about the same. So though the server is replying to less clients it's using more of my download bandwidth!
