The GPS-18's PPS pulse can be configured to be between 20 and 980 ms, in 20 ms increments, so it should be plenty for any PC. I'm guessing you have the PPS signal wired wrong or something is wrong with the computer side. In any case I don't recommend using a 980 ms long pulse as you have specified in your configuration command. That can lead to not detecting the pulse at all. Something like 200 ms should be enough. The default is 100 ms, it should work as well. Garmin also provides a GPS configuration utility for windows operating systems, you might want to try that if you want to change the pulse length.
