I almost like the idea of a spare servers options in ntp but I wonder if 
we need to consider two different class of ntp use.  The two groups are
those that really need accurate time.  The other group does not need
accurate time, but good enough time.  The current NTP system can be used
by the first group to select the servers that they want to use or even
get their own reference clock.  The second group seems to be the target
users of the pool.ntp.org service.  A special configuration for 'spare'
servers may be interesting for the advanced users but the second group
really does not care.  I wonder if a 'pool' keyword:

        pool    pool.ntp.org

might be a better option.  A pool keyword could allow the ntp daemon to
select the best server it can find over time and the user would never
need to have any other default option.  This may be all that is needed
for the majority of systems in the second category.
