Looking into this further, it appears that Microsoft is intentionally
redirecting time.windows.com to Akamai's content distribution network,
but those Akamai servers are unsynchronized. See:

Using Akamai's geographic DNS and CDN for NTP sounds like a great
idea, if the servers were actually synchronized and answering queries
properly.
