Forgive me if this has already been discussed, but is it possible our
Turkish ISP friends are caching a DNS lookup for pool.ntp.org and
sending all traffic from their ISP to a single IP address? Those traffic
spikes are enormous. And if that's going on, it's significantly harder
for us to smooth the load.
