Right. I think there are no grounds for compelling just about *anyone*
to run an NTP server - except of course someone who's contracted to do
so, and even then, only from the other party/ies to the contract.

Not quite. If they're not already prepared to provide NTP as a
service, it may well cost too much (in staff time, mostly) to start
(especially, to support it). That's "may", not "would".

Exactly two of those are supported - ntp0.openface.ca and
ntp1.openface.ca. Use any others and they might work, they might not,
but if it doesn't work for you, we don't care. Most of them are
infrastructure machines which run NTP to keep their own clocks accurate
and happen to be accessible to the outside world because it was easier;
if we start seeing interference with their use to us, NTP will, as far
as the public is concerned, disappear from those machines, and we will
not be interested in any resulting complaints. For that matter, unless
we've got them in public server lists (I haven't checked), I doubt we'd
be interested in complaints from anyone not our customer about even
ntp0 and ntp1.
And, in point of fact, at least one of the hosts you list actually *is*
a customer co-lo and you just don't have enough information to tell -
this is an example of why trying to guess at such things from the
outside is a Very Bad Idea.
