Let's face it, http://www.pool.ntp.org/scores/63.240.161.99 is a lousy server, often being discarded as a false-ticker. But because of its high declared bandwidth, it often makes to the first server in a DNS query.
My suggestion is to have in place a more stringent pruning process for such high-bandwidth servers. This could be done by making the points deducted from the server proportional to the declared bandwidth. This way, a high-bandwidth server would be discarded more easily than a low-bandwidth one, thus improving the quality of the pool by making sure that mostly high quality time servers are available.
