It won't get a fix with less than 3 satellites, but once it has a fix and 
enables the PPS signal it stays good even when it loses it and can only 
see 2.

Disable "PPS Auto Off", and make sure the fix type is "Automatic". You'd 
also need a refclock driver[1] that recognises the lack of a fix because 
the NMEA time output will be out of sync with the PPS signal.

    Includes IPv6 multicasting of NMEA data, which you might not want...
