They've probably just gone to some other server :-P

My server hasn't seen any significant change in bad clients. About 0.3% 
of the IP addresses I see send more than 20 requests in 10 minutes. Been 
that way for about a month.

I did see an enormous drop on this "insane client" metric on October 2 
when I shut down my NTP server for a minute or two and then restarted 
it. I mentioned it here. I'm guessing some of the fleas thought the dog 
was dead and went looking for a new dog. I'm a bit surprised the 
percentage hasn't climbed back up, though.
