There is a "golden rule of outsourcing" - I don't remember where I read
it, but it goes like this: do not outsource any aspect of your business
that is subject to competitive pressure; do outsource everything else.

Applied to the subject at hand: if doing NTP yourself makes your product
better or cheaper, do it; otherwise, buy an existing solution.
