I removed 'limited' a while ago because I was noticing the monitoring system
was disqualifying us at the end of a peak in traffic because of non-answering.
My guess was that the monitoring system was punished for 'too much traffic' in
general.
This did fix the problem (the monitoring system thinks we're great even at a
peak of traffic). I haven't dug into the ntpd source code to find out exactly
what 'limited' does and whether better settings for limits could work.
