If it's syncing to ACTS, then probably because NIST "ACTS" is a
dialup-only service:

I don't know if this is still the case, but in the older (TDM) long
distance network, the end-to-end delay on a long distance call would
probably have been very consistent compared to that on a packet
switched network. This would presumably result in more precise time
transfer.
I get the impression that most US long distance calls now are handled
over non-TDM trunks, and I don't know what the jitter characteristics
of these trunks are like.
