Actually, with the new geo-enabled DNS servers, you can just use  
pool.ntp.org. I. e. from Hamburg, Germany:
$ dig +short pool.ntp.org
78.47.193.7
83.133.111.7
83.170.1.225
85.197.124.100
212.112.228.242

Whereas near Boston:
$ dig +short pool.ntp.org
199.199.208.25
140.99.51.115
128.10.252.9
216.75.55.11
208.113.193.10

And in Texas:
$ dig +short pool.ntp.org
63.240.161.99
69.10.36.4
69.31.13.210
75.144.70.35
216.184.20.83
