Many of the pool servers rely on outside sources. My servers don't have
reception either.

My limited experience shows that you can have good connectivity, good
ntp software, good hardware, ... but if your upstream time servers are
not *really* good then your time will not be so good. Even if your
scores in the management system are great people here will find faults
and tell you how much your server stinks.

However, once you've taken some abuse the people here *will* help you
learn and might even help you diagnose problems. My advice is: learn
ntpq, et al; set up a machine as a client to compare your server to
"nearby" stratum 1 servers; change your server's upstream servers by
throwing out the worst and adding new candidates and then *measure* the
results. You can't blindly go by stratum number or any other single
number, really. You must see how any given server acts as your upstream
by using it and measuring. When you change upstream servers you must
also give ntpd some time (hours, not minutes) to settle before judging.

If it seems like a lot of work... well, it can be. It really doesn't
take that much effort, but it takes some time. But when you are done
your time server will be better for you and for the pool and won't
require too much upkeep.
