No - by default then 0.pool.ntp.org will only give you servers in your country or on your continent. You need to query each country zone to (eventually) get all the IPs. Or ... you could send me an email off-list and I can get you a list. I think we have plenty evidence that there will be enough servers to start an ipv6.pool.ntp.org zone though. What we need is patches to the monitoring system to support it (and ideally then get the monitoring system built out to support remote monitoring nodes).
