It seems like that's the way it always works out. I added a new server not
too long ago myself, and about 24 hours later, the whole datacenter my new
machine was in went offline for around 8 hours. Other clients there told me
it's the first time in years.

I'm pretty sure you just delete your current host ahead of time and add the
new one when it's online. The problem with this is that traffic will fall,
but not stop, when you're taken out of the pool. Some hosts will resolved
pool.ntp.org before your removal, and stay running for months, so they'll
merrily keep hitting your computer even after it's out of the pool. I took
this old machine out about a month ago: http://ttwagner.com/ntp.php --
traffic has fallen maybe 90%, but it's still fairly active.

In general, the sooner the better, on account of the fact that traffic will
slowly wither, rather than abruptly stop.
