NTP will choose the lowest stratum servers available, provided they have not been declared false tickers (tally code 'x') or discarded from the combining algorithm (tally code '-'), among other things. Details are in the RFC. In your case, the second stratum two server in your billboard has been discarded (tagged with a '-') probably because its offset is unusual compared to the other available servers (-8.777 msec). The stratum three was most likely chosen because it has the lowest offset and network delay currently available, although there are other factors considered in the selection process.
