There are lots of GPS units that will work with ntpd.
The Garmin GPS-18 LVC is popular because it's low cost and works well. It
does require a bit of soldering. ("Some assembly required" is the phrase
used in the US. It usually comes on the package for a fancy toy. Cartoons
often have pictures of a frustrated father who can't figure out how to
assemble something.)
In the US, they are under $100. I don't know what the price will be in
Argentina.
It's a GPS unit, so it needs to be located where it can get a signal rather
than buried a basement. You may need to mount it on a window or poke it
outside. You will probably have to get one and experiment to find out what
really works for your location.
