The cheap (in money) do-it-yourself solution is a Garmin GPS-18LVC.  If you 
have a budget for the project the Meinberg devices are really really excellent.

If you have a low or no budget then a Soekris or PC Engines box with FreeBSD 
makes a very nice "ntp appliance".  ntp1.us.grundclock.com and 
ntp2.us.grundclock.com are (old and slow) such boxes, but they keep time really 
well and can serve a lot of clients considering the no-noise, 3 watt, no moving 
parts magic.

(Those two IPs are the ones I have in the pool -- the boxes are using CARP to 
make sure those IPs are always up even if I have to reboot one of the boxes).
