For me it is not working. I got a partner with an English and a Chinese name. I made the Partner Name field translatable. I added the Chinese translation. I set the Language of this partner to Chinese. When I print out the (standard) sales order, the language displayed is the language of the logged-in user (English user, Chinese for Chinese user independend of the Partner-Language-field)!
Another question: I also made the Company Name field translatable (because non-Chinese aren't able to recognise the name).
