sorry but I disagree. I think the csv file is the right way to cope with the basic translation. Usually non-IT people have to deal with the translation because of the special terms and I think it should be as easy as possible to let them do this work. A file format which is certainly editable from anybody is csv. You don't have to install another program, just open Excel or OO Spreadsheet and you're done.
