regarding to stock, I don't really know the impact of your UOM change scenario, 
but it's worth a check I guess.
Regarding to accounting, I'm pretty sure invoice lines get rid of UOM and only 
keep a field called quantity which result from unit manipulation in the sale 
orders, so changing an UOM won't destroy your accounting at least (in v5 at 
least).

If you are pretty confident in a control that might be missing, then may be 
it's time for a bug report so they look at it before releasing the v5.

For instance in v4.2, they had virtually no control around production lots, now 
they have much better controls, may be they can improve UOM change constraints 
in similar ways.
