I review your post and I think that you are new in the field of ERP 
implementation. As per my experience we are using given below type methodology 
for quote to our client.

First of all you have to visit your client site and gather all requirement from 
your client and than compare it with Open ERP and than you have to decide how 
many new module development is there and how many changes required in the 
existing module. You have to develop report for all module, so i think that 
now, you understand what you have to check and count.

1. How many new module development is there and what time or days it takes.
2. How many change required in the existing modules.
3. Change in existing documentation and create new documentation for new module 
development.
4. Transportation and Implementation Cost.
5. Admin cost.
6. After sales service time and cost.
7. Maintenance cost.
