Did you try to create his language on launchpad ? Do they support this ?

Our company has a translator that went over all the translations and we have a working file. Due to subtle differences in languages (dutch vs flemish) in the business world, we had to replace several terms with their common flemish variant. Uploading this file to launchpad under the nl_NL language would destroy work that is already perfectly ok for people in the Netherlands. We would like to create a new language nl_BE called " Dutch Belgium / Nederlands België ". We will upload a translation file that is to my estimate 75% of all addons already translated. Further progress can then be made by belgians in the launchpad translator which ofcourse provides easy copying from the nl_NL language due to how launchpad works.
