It depends on what you need. If you plan to use Open ERP as it, no need to develop. I think it merely depends on the size of your company:
* Big companies have specific requirements and prefer adapting the software than changing the way they work a little bit. So they may require developments.
* Smaller companies can use Open ERP without developments; out-of-the box or just with high level customizations.
