you're probably better of contacting an OPENErp partner with your requirements...
these specifications could simply be restating the obvious, or they could have some specific business process requirements that are tough to implement... with US government I think the data-archiving / data-protection rules are quite onerous and difficult to comply with... there are in fact a few open source ECM/CMS applications tailored for US government usage (like alfresco), but in the sphere of ERP...
