I tested it with two users on each, admin and my own user (which has admin status). Both users worked on Safari, neither have [Customize] on Firefox.
That's one reason I ran a diff command - had I forgotten to do anything like keep the user the same, that would have appeared in the diff. It's not a personal problem, as I find Safari faster anyway, and will use that. But it appears this is a bug in OpenERP Web client.
