If we would rely only on QC modules OpenERP would be unusable, as there are no 
QC even for the simplest ones, for example, which only brings data to the 
system.

So if the quality is behind certification, release certification guidelines, 
roadmap for API changes, and let the certifications do at least for other 
partners, if you do not rely and trust the community. Certification should be 
open process, designed and advised by all involved people.

About security...
There are major security flaws, which were discovered back in 4.2. and no 
certification made them obsolete. BTW they were discovered by community, not by 
Tiny or any partner. This is clear result of developing code by small amount of 
people. So if you will try to lock in core development only in closed team, 
this will not help the process.

About QC description...
Actually there is no technical description, and the only clear "not in forum" 
information available is the marketing one. So if the marketing is considered 
primary, I do my suggestions on that point.
