what is your shipping policy in other data tab of sale order? I have checked with different shipping policies but once the state is set as done I could not set it back to in progress with any operation.
if you shipping policy = Invoice from picking then create invoice from your outgoing picking. If you shipping policy = shipping & manual invoice you will get button on sale order while running workflow for creating invoice.
